I have heard stories of people who played down and dirty with the rules but this broad takes the cake.
Heather Locklear was being stalked by a Panzerotti, or whatever you call them, and got screwed over good.
This parasite noticed Heather had a few drinks in her after she had been following her around all day, and when Ms. Locklear got into her car and drove off the photographer phoned the cops to report her for impaired driving.
She then stuck around to get a "scoop!"

Nicholas Tepper, who represents photographer Jill Ishkanian, said in a written statement Wednesday that her phone call to authorities was motivated by "civic duty" and a concern for Locklear's safety.Civic duty and a concern for Ms. Locklear's safety eh?
He also defended Ishkanian's right to then take photos of the arrest.
"The fact she witnessed Ms. Locklear's erratic driving and reported it to the police did not mean she was disqualified from reporting the story, which she in fact did," Tepper wrote.
Tepper later said in an interview that Ishkanian also provided authorities with a statement and would testify against Locklear if necessary.Maybe she should give the twenty seven grand back.
He said Ishkanian sold the photos without disclosing that she was the shooter.
The bitch.
